I’ll start with the first part of the question. In and of itself it’s perfectly fine if someone tells you this (I love you, but I’m not sure if I’m in love with you), even though it’s probably not what you want someone you have feelings for to tell you. There are multiple kinds of love, each with their own word. Someone could have a brotherly love for someone else where they like being around them and would do most anything to help them if they needed it.
They might even be platonic friends and the relationship might not advance beyond friendship, even if there is the strongest love there, which is agape love. The romantic, sexual variety of love might not be there so it will peak out at friendship, and there’s nothing wrong with that.
One time I had to tell a woman who told me they had strong feelings for me, that I didn’t feel the same way about her. She pressed me one night on the phone to tell her if I thought we might have a future together. She felt at that time that she needed to know how I felt about her. I was just trying to be a friend to her as we had a mutual friend who was my best friend at the time.
